This review, conducted by an inter-jurisdictional panel bringing together the Provence-Alpes-Côte d'Azur Regional Audit Chamber and the six thematic chambers of the Court of Accounts, takes the form of an in itinere assessment - carried out during the implementation of the plan being evaluated. Announced on 2 September 2021, the Marseille en Grand plan is presented as a commitment by the State to Marseille and its metropolitan area, a ‘contract of ambition’ to improve the living environment of the people of Marseille. The policies implemented through this plan are provided by a wide range of stakeholders, foremost among them the local authorities and their groupings. The involvement of these various stakeholders introduces a complexity to the plan that must be taken into account when defining its governance arrangements. This report sets out to assess the quality of the structuring of the plan and to identify the points likely to impact on the desired outcomes. In 2025, the financial jurisdictions will draw up an initial assessment of the implementation of the recommendations in this report and, in 2026, will produce case studies on the main thematic components of the plan.
